Mundi is divided into city-states with representatives that attend a congress to collaborate. The city-states do not necessarily remain at peace, some maintaining rather uneasy alliances, but conflicts must be resolved through the congress rather than on the battlefield. Industries of Mundi are headed by guilds who control the knowledge of trades or magic. The senate council has control to negotiate between city-states and also controls currency. In addition to state representatives, the senate council consists of representatives from the eight major guilds, which have a presence in all the city-states. The guilds include magic/mages, military, agriculture, merchants/trading, foresters/rangers, arts/crafts, scholars/education, and science/technology.
