HAT Treaty
Hydran-Avian-Terran [HAT] Treaty
Representatives of the three great races of Doegum: Hydrans, Avians, and Terrans; have come to this island to negotiate and put into place governance for the continued future peaceful interactions of the three races, in this year 1873 by the Combined Doegum Calendar, otherwise known as the Ring Calendar.
Article I: General
- 1. We have agreed and will continue to agree that such interactions between the three races will be forevermore peaceful, with no armed or political conflict.
- 2. Such actions as armed or political conflict from any number of species against another will be seen as a violation of this treaty and a declaration of war.
- 3. If one species is attacked by one other species, then the remaining species is obligated to align itself with the victim of the attack.
- 4. Violations of this article will receive harsh punishment detailed later in this treaty.
Article II: Territory and Vehicles
- 1. As to reduce tensions between the three races, only diplomatic representatives are permitted to move between the three areas of each race. Territory of the Hydran race includes all saltwater bodies on the planet. Avian Territory includes all upper atmosphere areas 500 Wiglyms above the planet's surface. Terran Territory inclues all solid dry landmasses above average sea level, and below Avian Territory. All other citizens of the races are NOT permitted to move out of their respective territories.
- 2. Trade and mutual interaction areas include sea-side ports, mountaintops that exist between 450 Wiglyms and 500 Wiglyms above average sea level, and ice masses that are not connected to any dry landmass.
- 3. The use of vehicles of transportation such as aero-planes and sea-boats for the Terrans are strictly prohibited outside of fictional works and historical museums.
- 4. The use of vehicles of transportation such as hover-mobiles and sub-sea-mobiles for the Avians are strictly prohibited outside of fictional works and historical museums.
- 5. The use of vehicles of transportation such as land-mobile-water-tanks and heavy-air-craft for the Hydrans are strictly prohibited outside of fictional works and historical museums.
Article III: Terran Land Bridges
- 1. To address the unique position of the Terrans and their relative location to the Hydrans and Avians, artificial land bridges shall begin construction in the year 1875 to link all of the existing major landmasses (continents). Said land bridges are to be built from combined Hydran-Avian-Terran efforts.
- 2. Once completed, the land bridges are officially part of all Terran territory. Reparations and maintenance are the responsibility of the Terran peoples.
Article IV: Money
- 1. New monetary units, named Parodolund, are to be used for all inter-species trade on Doegum. Intrinsic value for the Parodolund shall be decided at a later conference.
- 2. The denominations of currency for the Parodolund shall be 1, 2, 5, 10, 15, 20, 40, 100.
Article V: Hydran Lifecycle
- 1. To address the unique position of the Hydran life cycle and their need to move into the Terran land territory, all Hydrans that are coming, and will be coming, of age will be allowed a single lightening to go through their cultural process, then they must move back into Hydran territory.
- 2. Any interactions between the coming-of-age Hydrans and any Terrans or Avians are strictly prohibited.
- 3. The only exception to this Article are diplomats from the official Hydran government.
Article VI: Embassies
- 1. Embassies are to be established within each race's territory.
- 2. The Avian and Terran embassies within Hydran territory shall be established in a shallow saltwater area 50 Wiglyms beneath the sea's surface.
- 3. The Hydran and Terran embassies within Avian territory shall be established on the lowest cloud in Avian territory.
- 4. The Hydran and Avian embassies within Terran territory shall be established on the largest of the Terran continents.
Article VII: Closing Basics
- 1. This treaty establishes the inter-species organization HAT with headquarters on this island.
- 2. Any violation of this treaty shall be tried in inter-species court on this island.
- 3. Specifics of this court and its proceedings shall be established at a later time.
